Description
NASA/GRC has a requirement for 'Lunar Regolith Excavation Handling and ProcessingTechnology Development and Demonstrations for Outpost Operations'.NASA/GRC intends to contract with the Canadian Commerce Corporation (CCC), and through itthe Northern Centre for Advanced Technology (NORCAT), to pursue discrete portions of alarger collaborative technology development activity. The collaboration was selected byNASA Headquarters for funding under the Innovative Partnerships Program Seed Fund; issupported by funding approximately equally by the NASA GRC and NORCAT; recognizes,respects and protects the intellectual property and export control responsibilities andlimitations inherent in such collaboration; and does not include the development of anyspace flight hardware or interfaces. The collaboration scope is to jointly develop,test, and demonstrate specific technology approaches, designed for the lunar-surfaceenvironment, to excavate, collect, manipulate, and process lunar regolith. Specificdeliverables to NASA under this contract will be limited to non-flight prototypecomponent or subsystem hardware, and testing and performance measurement activities anddata reporting to support NASA system modeling of In-Situ Resource Utilization andrelated systems.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30 p.m. local timeon August 12, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
