Description
Brief Statement of Work and Drawings To: All Interested Offerors Subject: Expression of Interest (EOI) Reference: Renovate Science Labs - Phase II, Construction - General Contracting, Brookhaven National Laboratory (BNL) Brookhaven Science Associates, LLC (BSA) is seeking an expression of interest from General Contractors in relation to construction services to support Renovate Science Labs - Phase II project, located in Upton, NY. The proposed project will renovate approximately 78,000 gross square feet of laboratory, office, and support space located within Building 510 and Building 555. These spaces are approximately 45 years old and must be upgraded to current standards to meet Brookhaven National Lab's (BNL) missions in Basic Energy Science and Nuclear and High Energy Physics. The proposed work area at Building 510 shall be the 3-story laboratory and office wing. The scope includes the renovation of the first and second floors including the installation of new life safety systems. The third floor shall receive above-ceiling renovations only (life safety systems, ceilings, and lighting). The seminar room shall be re-furbished and new clean room facilities shall be constructed. The total work area is approximately 49,700 gross square feet. Demolition shall include the removal of existing ceilings, fixtures, HVAC systems, laboratory exhaust systems, plumbing, and select laboratory support systems. The proposed work area at Building 555 shall be the second and third floors of the west wing. The scope of work includes renovations throughout the two floors. Restrooms shall be upgraded to comply with current ADA standards. The total work area is approximately 28,800 gross square feet. The work includes HVAC alterations, ceilings, lighting, lab services, lab exhaust systems, and life safety systems. Demolition shall include the removal of existing ceilings, fixtures, HVAC systems, laboratory exhaust systems, plumbing, and select laboratory support systems. The contract will be inclusive of all materials, equipment, labor, etc., necessary to perform the work in accordance with the Contract requirements, and will require general conditions for oversight and coordination of all construction performed under the contract. This includes maintaining a safe and orderly job site, complying with 10 CFR 851, providing bonds and insurance, and managing the work activity to meet all contractual requirements. GC will be responsible for all construction related to this project, except tie-in work designated to be performed by BSA. The period of performance is twenty-four (24) months after contract award. BSA intends to award one (1) fixed-price contract for a General Contractor to perform this work. This EOI infers no commitment to issue a solicitation or to make an award. Responses received will be used for planning purposes and determining the level of interest associated with competing as a general contractor for RSL-II and current bidding environment. The estimated value of construction ranges between $35,000,000 and $45,000,000. A rendering of RSL-II Project at this design stage is provided for your information. Final design may vary from this rendering. Bids for construction will be solicited in the Spring of 2011. The solicitation will be posted on www.FedBizOpps.gov. All interested parties must respond by 5:00 P.M. on December 15, 2010. Interested firms shall submit a letter electronically to lroupe@bnl.gov. Qualification criteria will encompass the following information: 1. Contractor has completed one or more projects, of similar scope, size and complexity as the RSL-II project in the last ten (10) years. Projects should be at least $20M and involve building renovations such as laboratory, research, industrial or office building construction or renovation. 2. Proposed Project Supervisor has supervised one or more projects of similar scope, size and complexity as the RSL-II project in the last ten (10) years. Projects should be at least $20M and involve building renovations such as laboratory, research, industrial or office building construction or renovation. 3. Contractor's average of 2006, 2007, 2008, and 2009 OSHA rates are less than the following OSHA rates: Lost time frequency (DART) rate < 2.8. Recordable incident rate < 5.4. 4. Contractor's 2006, 2007, 2008, and 2009 insurance Experience Modification Ratings are equal to or less than 1.0 for each year. 5. Contractor has a comprehensive written Corporate Construction Safety and Training program. It is anticipated that an Invitation for Bids will be issued within the next few months. Interested parties may sign up for the www.FedBizOpps.gov "Watch List" to receive automatic notification when the solicitation is posted. A pre-bid meeting and site visit will be held for all interested firms after the solicitation is issued.
