Description
Standard Form 330, Architect-Engineer Qualifications The Bureau of Resource Management, Global Financial Services - Charleston (RM/GFSC), has a requirement for CADD and other design-related services for the GFSC facility located at 1969 Dyess Avenue, N. Charleston, SC 29405. The requirement is for CADD services to update existing drawings to accurately detail all existing construction and systems (i.e., "as-built" drawings). Services also include performing surveys, studies, tests and analysis of existing systems and construction, and may include the development of simple conceptual drawings (e.g., simple space planning and configuration). Services will not include the development of design documents or specifications for new construction. Due to the relatively small and simple nature of the anticipated projects, it is not expected that the contract will require the services of senior level architects and/or engineers. Local small businesses within a maximum driving time of one hour to the above address are preferred. No travel-related expenses will be included in the contract. Firms responding to this announcement on or before the closing date will be considered for selection using the following evaluation criteria in descending order of importance: 1. Professional qualifications necessary for satisfactory performance of required services. 2. Specialized experience and technical competence in the type of work required. 3. Capacity to accomplish the work in the required time. 4. Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5. Location in the general geographic area of the project and knowledge of the locality of the project. 6. Licensed by the local authority, and have an established office and reputation. The Government will select for negotiation the licensed firm that demonstrates the best qualifications. The contract type will be an Indefinite Delivery, Indefinite Quantity contract with a base year and four option years, under which task orders will be issued for specific projects. The annual amount of services under the contract is anticipated to be between $50,000 and $100,000. The award of up to three contracts is anticipated. However, fewer than three contracts may be awarded if it's determined to be in the Government's best interest. The anticipated amount of annual services (between $50,000 and $100,000) is based on one contract award, and may be less if multiple contracts are awarded. Interested firms must submit the following items, no later than 4:00 p.m. local (Charleston, SC) time on August 27, 2010. a) Completed Standard Form 330, Architect-Engineer Qualifications. Only Part II of the form needs to be completed (copy of Form SF-330 is attached); b) Descriptive literature relative to the firm's capabilities; c) Description of previous or similar projects performed by the firm (should be relevant for the types of services required); and d) Resumes or curricula vitae for key personnel of the A/E firm.
