- 1. AMENDMENT NO. 1 IS ISSUED TO REQUEST FOR QUOTE (RFQ) SOLICITATION DOCUMENT NUMBER RMH00100087. CORRECTION is made to the Delivery Date, Start and End Dates as follows: a. "DELIVERY DATE" is corrected to read as November 14, 2010b. "START DATE" is corrected to read as August 16, 2010c. "END DATE" is corrected to read as November 14, 2010 2. RESPONSE TO QUESTIONS QUESTION 1: I am reviewing the RFP for the AHERA Re-inspections and AHERA Management Plans Sacramento Region Schools and had a few questions. Have any of the buildings at the schools been surveyed before? If so, are the survey reports available for review? In addition, we would be interested in any drawings that you have of the schools - this will assist in estimating the numbers of samples. RESPONSE: a. The procurement type is a Request for Quote (RFQ), under FAR Part 12 - not a Request for Proposal (RFP),under FAR Part 15.a. Surveys have been performed at various locations though the availability of this information is not reliable and is therefore assumed not to exist for purposes of bid.b. If surveys are available at the School, the Contractor may view those. However, the Contractor shall still conduct sampling and analytical work, and prepare their own AHERA Management Plan and 3-Year Re-inspection.c. Drawings are not available at this time - we have requested that they be provided, when received, we will provide them on fedbizopps. QUESTION 2: Related to previous surveys at the schools. The solicitation states, on page 2 of 20, section c1, 1.2 that we are to go on "with the assumption that no documentation exists". Now is this simply for the management plan or has there been no previous asbestos sampling performed at these sites? Because if there have been no previous surveys we are starting everything from scratch. RESPONSE: The Contractor shall base their bid on this work with the assumption that no data or information exists. Analytical work and reporting may exist; however, the BIA plans to initiate this asbestos summary and inspection process pursuant to AHERA with a new Contractor. The BIA plans to develop both the AHERA Management Plan and the 3-year Re-inspection with the conduct of sampling and analytical work of interior and exterior components. The Contractor shall state the number of samples to be collected per facility and the costs associated with the sampling and analytical work. QUESTION 3: Related to form SF-1449, the period of performance for the Pyramid Lake High School project is between 6/15/10 - 09/15/10 and for Sherman it is 8/16/10 - 10/01/10. Is this merely related to the on-site period of performance of the re-inspections and sampling related to the re-inspections or the entire project time period when the reports and management plans are due? Elsewhere in the package, it appears that we are allowed 90 days after the notice to proceed to complete the project. RESPONSE: The Contractor will have 90 calendar days from the notice to proceed to complete both the field work, analytical work, and the final AHERA Management Plan and 3-Year Re-Inspection. Correction is made to the "Delivery Date, "Start Date" and "End Date" under Amendment No. 1 to Solicitation Document No. RMH00100087.
