Description
Security Clearance Form ( DD 254) Evaluation Criteria Statement of Work This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Far subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The JLU is a learning support portal on multiple government classified and unclassified networks, a resource that has consolidated language resources and materials from across the Intelligence Community. The JLU provides access to thousands of hours of language instruction, from basic and introductory to advanced levels, based on authentic sources texts and audio recordings as well as tools and resources compiled by cooperating organizations. Learning materials and resources are organized by language and rated and grouped according to the Interagency Language Roundtable (ILR) scale and the subject material of the source materials. The ALT team facilitates learning for NSA/CSS’s globally dispersed workforce, whether to novice learners requiring a comprehensive understanding of the materials or experienced professionals requiring brief, ”just-in-time” knowledge and skills enhancement. These learners depend on full functionality of ALL learning and assessment objects, streaming content from SCOLA, terminology and applications from the IC-licensed CL-150 Technology Matrix for Critical Languages and other resources. These language professionals, including ADET foreign language instructors and IC managers, also rely upon the ALT Team’s pinpoint guidance in reaching the appropriate materials to meet their short-fused requirements. The primary objective is to provide contractor support services and deliverables to address the need for on-demand training to assist National Security Agency/Central Security Service (NSA/CSS) language analysts in achieving and maintaining a high level of language proficiency as directed by the Director, NSA (DIRNSA). Under this contract, the Contractor shall train internal users and government partners in the use of the on-line foreign language materials on the Joint Language University (JLU) and resources site(s) on multiple classified and unclassified networks. The Contractor will also provide support service to deploy – across multiple networks and capabilities such as – Analyst Learning Link (ALL) and Multilingual Advanced Learning on-Line (MALL) – an initiative to develop advanced language training resources on line The Contractor shall provide professional, administrative, and/or technical services in support of initiatives and assigned missions. This effort is to provide the language learning technology to maintain a high level of language proficiency. To provide just in time language training in a responsive manner and in some cases responding to critical/emergency situations. The Contractor will also provide support service to deploy – across multiple networks and capabilities such as – Analyst Learning Link (ALL) and Multilingual Advanced Learning on-Line (MALL) – an initiative to develop advanced language training resources on line. Proposals must be submitted via email by August 30 2010 1:00 pm Central Time Proposals must be submitted in two (2) parts: Technical Proposals must not exceed 50 pages (excluding Resumes) Business/Cost Proposal must include Labor Category, pay rate, bill rate and OT rate.
