- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-4188. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWC Division Newport intends to issue a Firm-Fixed Price contract on a Sole Source basis to Colonial Assembly & Design, LLC of Fredericksburg, VA. for the following items: CLIN 0001- Gated Buffer PWB Assembly (P/N 53X-06-022 Rev B) Qty. 20 CLIN 0002 - Board Tooling, Testing and Production Set-up (P/N 53X-06-022 NRE) Qty. 1 Lot Required delivery must be 16 weeks after award. Partial shipments and payment will be authorized; however, all units must be delivered within 16 weeks from date of award. F.O.B. Destination Naval Station Newport; Newport, RI. The basis of this Sole Source is Colonial Assembly & Design has provided the OK-542 Thinline Towed Array Handling Equipment Gated Buffer Printed Wiring Assemblies to the U.S. Navy for the past ten years and continues to be the only company that maintains the necessary specifications and manufacturing drawings. Exact compliance is required in order to ensure the continued operational capability of this critical technology. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
