- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for proposal (RFP) W911SR-10-R-0021. This RFP is set aside for small businesses under NAICS code 332439, with a small business size standard of 500 employees. Provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-31 and are incorporated in this solicitation. Responses are requested from qualified sources capable of providing the requirements found in the attached Statement of Work. EVALUATION: The Government intends to award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforms to this solicitation and will be most advantageous to the government, technical capability, price, and past performance considered. All items shall be quoted. No partial quotes will be accepted. Evaluation of price will be based on the offerors unit price and price for total quantities (to include shipping) to the above specified destination. The provision at FAR 52.212-2, Evaluation Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (1) technical capability (2) Price (including shipping) (3) Past Performance. The offerors proposal shall contain the offerors best terms. The Government intends to evaluate offers and award a contract without discussions, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation. QUOTE/PROPOSAL INSTRUCTIONS: Offerors shall provide sufficient documentation to allow for evaluation of the quote. Technical capability shall address all required specifications and clearly documents that the offered product(s) meet(s) or exceeds the specifications stated herein. Proposals shall specify the price for the following as specified in the Statement of Work: Line Item 0001-quantity one (1) each Type I container Line Item 0002-quantity one (1) each Type II container Line Item 0003-quantity one (1) lot drawings of layouts for Type I and II container design Line Item 0004-quantity one (1) lot CSC certification costs per design (Type I & II) Include commercial price lists and if applicable, any Federal Supply Schedule (FSS) numbers and pricing. Include any applicable discounts to the Government. Offerors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov; Provide DUNS number; Cage Code and Federal Tax ID. Prospective offerors must complete the ORCA on-line representation on-line at https://orca.bpn.gov/ or provide a copy of their representation and certification as required by FAR Clause 52.212-3 to accompany their proposal.
