Description

This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Ocean Service (NOS), Cordell Bank National Marine Sanctuary on a sole source basis from the California Academy of Sciences. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide assistance in the development of sampling protocols and the collection and curation of biological samples from Cordell Bank in support of upcoming dives to survey sites previously sampled in the 1980s. The California Academy of Sciences was identified by the program office as the only source that can meet the technical requirement of this service procurement because the California Academy of Sciences owns the license to the samples that were collecting in the 1980s, prior to the establishment of the Cordell Bank National Marine Sanctuary. No other known vendor can provide access to these samples. The government intends to negotiate a firm-fixed price contract with a period of performance of August 9, 2010 to August 31, 2012. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
