Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation is issued as a request for quotation (RFQ) W91LDJ0134M286. This Combined Synopsis/Solicitation and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This acquisition is a Small Business Set-aside, Size standards $25.0 million. This combined synopsis/solicitation is restricted to the local Fairbanks area. The applicable NAICS is 811212. The services and items requested are as follows: FULL SERVICE MAINTENANCE FOR COPIER EQUIPMENT, FORTS WAINWRIGHT AND GREELY, ALASKA. Contractor shall furnish all tools, labor, equipment, and materials to perform tasks, listed below, required to provide full service maintenance on Government-owned copier equipment listed on the attached INDEX OF COPIERS. Technicians performing under this contract must have copier maintenance repair certification for the brands of copiers listed in the INDEX OF COPIERS and must provide copies of the certifications to the Contract Specialist, noted below, prior to contract award. This Contract is a non-personal services Contract. SPECIFIC TASKS REQUIRED: Repair Services: The Contractor shall return copiers and accessory products to good working order and in accordance with the manufacturers recommendations. Repair services shall be provided to the Government upon request between 7:30 a.m. through 4:30 p.m. AKST, except Federal holidays. Service Response Times: For copiers that are operational, but require a repair, the contractor shall begin service within eight working hours. Services will be completed within four working hours after arriving on the job site. For copiers that are non-operations, the Contractor shall begin service within eight working hours. In situations where the required parts are not available locally, the Contractor shall order the part and complete the repair of the equipment 14 days from the original date of dispatch. If it is of extreme urgency, the Contractor shall supply a loaner machine. The Contractor shall order the part by the most expeditious means and have it delivered by an express delivery service. All costs incurred for this method will be included in the price of the individual copier maintenance service rate. No additional reimbursement is authorized. Service Orders: The Contractor shall respond to verbal service orders given by the Point of Contact (POC) listed for each copier, the Contract Specialist, or the Contracting Officer. Rates: The rates shall include the cost of servicing equipment and replacement parts to include drums, belts, brushes and all retrofits, or any other part the Contractor determines to be unserviceable, as well as toner and developer if requested. Any parts needing replacement outside the scope of this Contract shall be coordinated and approved by the Contracting Officer. Parts: Replacement parts shall be new. All parts replaced while the equipment is being serviced will become the property of the Contractor. Parts ordered shall be delivered and installed within 14 days of the service call. The Contractor must be able to provide the appropriate parts for all brands of copiers contained on the INDEX OF COPIERS. Meter Readings: The Contractor shall collect the beginning meter readings at the inception of the contract performance and monthly thereafter. This is a cost per copy contract. Monthly billing will be based on actual meter readings. There will be no guaranteed minimum. If a copier is unused there will be no costs associated with that machine Adding/Deleting Equipment: The Government may add or delete equipment at any time with negotiated price adjustments. Length of Term of Contract: The Full Service Maintenance shall be for a base period of twelve (or less) months, with options for the Government to renew for up to four (4) twelve month periods. Invoices: Invoices for payments rendered under this Contract shall be submitted electronically through Wide Area Work Flow. The provision 52.212-1, Instructions to Offerors, Commercial, applies to this acquisition, along with the following addenda. Offers will be evaluated using the following evaluation factors: technically acceptable, price and delivery time. The contract will be awarded to the offeror that provides the best value to the government. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition along with the following addenda: 52.219-1, Small Business Program Representations (Apr 2002). All offers must include a completed copy of this provision. All offers must either be accompanied by Representations and Certifications or the offeror must be currently registered in ORCA at website https://orca.bpn.gov/.
