Description
The United States Environmental Protection Agency (USEPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Land Remediation and Pollution Control Division (LRPCD) conducts in-house research into a wide range of subjects related to the environment. The specific work performed under this contract will assist EPA in transferring information about new technologies to waste managers and the public sector. The ORD research goals require capabilities for (1) characterization of the types and extent of contamination from hazardous waste discharges and oil spills; (2) evaluation of remediation and treatment processes, and drinking and wastewater systems; (3) analytical method development and quality assurance control; (4) data preparation and presentation. The research is designed to provide practical multimedia solutions to environmental issues generated by catastrophic or long-term situations. The EPA has a need for a contractor to provide assistance conducting in-house research into a wide range of subjects related to the environment. This research studies all forms of chemical and biological contamination within ecosystems, facilities, industrial and municipal sites, infrastructure systems or buildings. The contractor shall perform the following activities: (1) treatment and remedial processes systems; (2) monitoring and evaluation; (3) media; (4) contamination measurement; (5) Geographic Information System (GIS) and modeling support; (6) research planning and presentation; and (7) quality assurance and quality control activities for laboratory and field operations. This requirement will support on-site bench research and the off-site research resulting from or relating to in-house research within the US EPA or other federal agencies. The contractor shall provide support on-site within US EPA Cincinnati area facilities, and/or extramurally, e.g., at the contractor?s laboratory or facility; on National Priorities List (NPL), brownfield or field sites; or at a municipal, industrial or federal facility. On-site support services shall be performed at the Andrew W. Breidenbach Environmental Research Center (AWBERC) or satellite facilities in the Cincinnati, Ohio area. Historically, the contract has been utilized primary by the National Risk Management Research Laboratory (NRMRL) and secondarily by the National Homeland Security Research Center (NHSRC) Cincinnati offices. The successful contractor shall provide all necessary labor, materials, and services to support the efforts delineated by the Performance Work Statement (PWS). A draft performance work statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd/. THE EPA HAS SET THIS ACTION ASIDE FOR SMALL BUSINESS. This procurement is a competitive small business set-aside and to be awarded IAW FAR Part 15. It is anticipated to be a CPFF, Level of Effort, term type contract and will have a base period with (4) twelve month option periods. Approximately 55,695 base LOE hours are anticipated for each contract period (up to 89,360 hours as quantity options for each contract period) for a total of up to 145,055 LOE hours for each contract period. The solicitation shall contain the custom local provision Disclosure Requirements for Organizational Conflicts of Interest (LC-09-03) (FEB 2001) Paragraph (c) of the clause shall read as follows: Paragraph c: The Agency has determined that offerors directly engaged in or having significant business or financial relationships with entities that provide technical support concerning the development, analysis, marketing, production, sale, utilization, and/or evaluation of various remediation processes or entities that develop, market and/or own remediation processes for evaluating hazardous waste, oil spills, or environmental contaminant remediation processes may have a significant actual or potential organizational conflict of interest in relation to the requirements of this solicitation. In addition, the Agency has determined that offerors that provide consulting and/or technical services related to entities that provide technical support concerning the development, analysis, marketing, production, sale, utilization, and/or evaluation of various remediation processes or entities that develop, market and/or own remediation processes for evaluating hazardous waste, oil spills, or environmental contaminant remediation processes may present significant actual or potential OCOI concerns. The solicitation and resulting contract shall also contain the clause, Limitation on Future Contracting. The text of this clause will track with Limitation of Future Contracting, Alternative V (Headquarters Support), EPAAR 1552.209-74 (MAY 1994), except for paragraph (c). Paragraph (c) of the clause shall read as follows: Paragraph c: The contractor, during the life of this contract, will be ineligible to enter into any contractual or business agreements of any type with entities that provide technical support to or have a commercial interest in the development, analysis, marketing, production, sale, utilization, and/or evaluation of various remediation processes or entities that develop, market and/or own remediation processes for evaluating hazardous waste, oil spills, or environmental contaminant remediation processes. It is anticipated that RFP PR-CI-10-10440 will be posted to the Cincinnati website (http://www.epa.gov/oam/cinn_cmd/), approximately, July 30, 2010. It is the responsibility of interested offerors to frequently check FEDBizOpps or the EPA website address for updates or changes. All responsible small businesses may submit a proposal which shall be considered by the Agency, FAR 5.207(c)(15). No hard copies will be available.
