- Description
- The Naval Research Laboratory has a requirement for a vendor to perform the coating of carbon fiber coupons with vapor-deposited aluminum (VDA) as part of a space-based microwave radiometer development effort. The coating will be designed and executed to meet radio frequency (RF), thermal, roughness and other performance specifications, and measurements of relevant parameters will be required to demonstrate compliance. The 25 GFE coupons will be furnished to the coating contractor. These shall be processed as described in the MIS Reflector Coating Test Coupon Performance Specification. All coupons shall be returned to NRL at the conclusion of this effort, or as requested by the NRL. After coating, the coupons shall be thermally cycled according to the MIS Reflector Coating Test Coupon Performance Specification. This cycling shall be done before the following measurements. The contractor shall provide the solar absorptivity and solar emittance measurements; bidirectional reflection distribution function (BRDF) measurements; surface conductivity measurements at 32 GHz (or higher frequency); and tape test and coating thickness measurements of the witness coupons. (Microsoft IE Required). Solicitation will result in a Firm Fixed Price Contract. The proposed contract is 100% set aside for Small Business concerns. Copies of issued solicitations can only be obtained by downloading them from the Supply and Information Services Division website http://supply.nrl.navy.mil. This requirement will be available for downloading the 16 th day after publication of this synopsis. Prior to this date you will not be able to access this solicitation.
