Description
IAW FAR 19.501(i), except as authorized by law, a contract may not be awarded as a result of a small business set-aside if the cost to the awarding agency exceeds fair market value. As such and IAW FAR 19.506(a), the U.S. Army Corps of Engineers is withdrawing the small business set-aside for W912HQ-10-T-0039 and is now being solicited on an unrestricted basis. Offerors who wish to submit a response to this solicitation may do so up to the closing date and time as indicated as a result of this amendment. This is a modification to a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-10-T-0039 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This solicitation is unrestricted. The modification shall extend the closing date of this synopsis/solicitation to 30 July 2010 at 12:00 EDST. Line Item 0001 Substation Maintenance I Line Item 0002 Substation Maintenance II Line Item 0003 Instructor Incidentals (Travel, Hotel, and Related Expenses) Line Item 0004 Contractor Manpower Reporting Course instruction shall be on site at the following address: B Company, 249th Engineer Battalion (PP) BLDG 3-2631 Butner Road Fort Bragg, NC 28310 STATEMENT OF WORK BACKGROUND: The Soldiers of the 249th Engineer Battalion require industry led training to maintain proficiency in a variety of technical electrical competencies as well as various aspects of electrical safety. The Battalion is geographically dispersed supporting overseas contingency operations in both Afghanistan and Iraq concurrently. OBJECTIVE: Provide effective technical training to Prime Power Soldiers in order to maintain an effective level of proficiency in their Military Occupational Specialty. SCOPE: The 249th Engineer Battalion shall receive on-site instruction at Ft Bragg, North Carolina for a class size of 12 students in accordance with the training dates specified in the delivery schedule. Course instruction will cover the specified course requirements. The course participants are prime power specialists with experience with medium voltage power plants. The course should be designed to meet the nests of the experienced prime power specialist. SUBSTATION MAINTENANCE I - COURSE REQUIREMENTS: a.Switchgear Maintenance b.Circuit Breaker Fundamentals c.Circuit Breaker Maintenance and Testing d.Storage of batteries e.Battery Maintenance and Testing f.Overview of Protective Relays g.Labs SUBSTATION MAINTENANCE II - COURSE REQUIREMENTS: a.Air and Disconnect Switches Maintenance and Testing b.Ground Testing c.Transformer DC and AC Testing d.Transformer Oil Testing e.Transformer Gas Testing f.Current and Voltage Transformers g.Labs STUDENT QUALIFICATION: In order to fully support full spectrum operations and maintain proficiency in the NEC Code, the on site training course provided should be a part of a certification program. Courses must be recognized by U.S. Government Agencies and industries nationwide. This will allow the Bravo Company, 249th Engineer Battalion to certify all Prime Power Specialists in Substation Maintenance. Take home instruction and course materials shall be provided by the vendor for all students. Completion certificates shall be provided for each student once course is completed. Course outline shall be provided with submission of proposal for all topics contained within this training. TRAINING: B Co., 249th Engineer Battalion will provide the following for all training: "Classroom space with projection screen "Training aides and equipment specified by the contractor and agreed upon mutually by both parties. A course outline shall be provided with submission of proposal for all topics contained within this training package. Contractor shall provide take home instruction and course materials for all students. Course costs shall include all class materials, shipping expenses, instructor travel, and contractor manpower reporting expenses. Instructor shall be responsible for coordinating all travel arrangements. Contractor shall identify required equipment to be provided by the 249th Engineer Battalion (PP) no later than 4 days from start date of specified training. If contractor fails to do so they will be required to provide such equipment. SCHEDULE REQUIREMENTS: The training package shall consist of a maximum of 90 contact hours of instruction over a 28 day period. The 249th Engineer Battalion conducts full spectrum operations worldwide and deploys on contingency missions globally in support of the United States Army. The contractor shall be responsible to provide all training as described under this contract, even if the dates are changed in order to execute unforecasted deployments. The 249th Engineer Battalion shall reimburse the contractor for shipping and transportation costs, if such costs are incurred due to late notice of cancellation. DELIVERABLES: The contractor shall provide Bravo Company 249th Engineer Battalion (PP) on site instruction for training packages as specified in the performance schedule wherein all the curriculum identified in the course topics are covered. Vendor shall provide certificates of training recognized by Federal and DoD agencies. Training must meet national and international industry standards. SECURITY: There are no security requirements for this training.
