This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number 221233 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 05-21. The NAICS code is 484110, General Freight Trucking, Local, and the small business size standard is $12.5 million. This requirement will be a total small business set-aside. A Site visit is scheduled in St Michaels, MD, 21663 for August 4, 2010 at 11:30 am. For entrance to the site, interested sources must contact Linda McAdams via email with the names of representatives, social security number and date of birth no later than 8:00 am, Tuesday, Aug 3, 2010 along with the company DUNS Number. All responsible sources may submit a quote which shall be considered. Award will be made on an all or none basis. A site visit is strongly encouraged. The Government will award a firm fixed price contract. The Government will not be responsible for any costs accrued or incurred in response to this solicitation. Overview of Requirement: The purpose of this specification is for the removal, transportation, delivery, and offload of two (2) guard booths and one (1) Security Office Trailer. The guard booths shall be delivered to the government's warehouse facility located at 9250 Hampton Overlook, Capitol Heights, Maryland. The security office trailer shall be delivered to 9200 Powder Mill Road, Laurel, Maryland. SCOPE The United States Secret Service (USSS) has a requirement for transportation for two (5'6" X 5'6") guard booths and one (12'x40') security office trailer. • Contractor shall remove two (2) guard booths and one (1) Security Office Trailer from parking lot of St. Michaels, MD 21663. • Contractor shall deliver and offload two (2) guard booths at 9250 Hampton Overlook, Capitol Heights, MD 20743 • The Security Office trailer will be offloaded at 9200 Powder Mill Road, Laurel, MD 20708. • Any special equipment required for on-loading and off-loading trailer, shall be supplied by the Contractor. • Provide labor, materials, and equipment to accomplish this requisition in accordance with local codes and guidelines. All interested parties must provide proposals to Linda D. McAdams via email no later than 11:59 AM EST, Wednesday, August 11, 2010 to be considered for award. Format for proposal: Part A. Pricing : Proposal should include pricing for: upload, transport and offload of government guard booths and service trailer; and crew/man hours in accordance with Service Contract Act SCA) for the state of Maryland and amount of time to complete requirement. Part B. Contractor Information • Provide the name, title, telephone number, fax number, and email address of the point of contact. • Provide the nine-digit DUNS and the nine-digit TIN. DUNS are used to verify that the vendor is in CCR. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. • If you have not completed the annual representations and certifications electronically at http://orca.bpn.gov, please fill in the representations and certifications in the Solicitation. If you use ORCA, then do not fill out and sign those pages. DELIVERY • Contractor is required to obtain all permits for transport. • Date of removal and final offload of guard booths and security office trailer shall be arranged with the Government at an agreed time/date shortly after contract award • All equipment, vehicles and materials within proximity of the project shall be subject to security search. • Contractor shall submit names of personnel who will accompany the delivery and oversee proper off-loading by the Government. • Guard booths and security office trailer must be delivered in exact same condition as when the booths and trailer were picked up. INSPECTION • At the final inspection, all booths will be inspected by a Government agent to ensure no damage occurred during transport. • Government inspections are for the sole benefit of the Government, and do not relieve the Contractor from contractual obligations and adequate quality control measures. Faxed proposals will not be accepted. Proposals should be submitted no later than Aug 11, 2010 to Linda.mcadams@usss.dhs.gov. Evaluation Criteria The government intends to award a firm fixed price contract to the responsible offeror based on: • The contractor's response shall be evaluated as to whether or not they have demonstrated the ability to meet the needs of the government under the criteria set forth above. The government will award a purchase order to the responsive offeror, conforming to this request, which will provide the best value to the government, price and fulfillment of the Scope.
