- NASA/DFRC has a requirement for the engineering design, analysis, fabrication anddelivery of one (1) Infrared Window for Gulfstream III. This will be provided via a callorder against an existing blanket purchase agreement. See attached Statement of Workdated June 2010 for details. The attached procurement quality provision Q-4 (RevisionB), Quality of New Aircraft Assemblies, Parts and Materials, is applicable to thisrequirement.Objective: The contractor shall provide engineering design, analysis, fabrication anddelivery of an infrared (IR) window for a Gulfstream III aircraft (tail number N804NA). This window will replace an existing emergency exit window panel on the left side of theaircraft. In addition, an unmodified emergency window panel shall be furnished as a'spare' in the event of required reports. Both the new IR window panel and 'spare' shallbe delivered to NASA/DFRC.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-lineRFQ system is linked above or it may be accessed athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The informationrequired by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.NASA/DFRC intends to purchase both the new infrared window and spare infrared window fromTotal Aircraft Services (TAS) of Van Nuys, California.The authority for other than fulland open competition is 10 U.S.C. 2304(c)(1) 'Only one responsible source and no othersupplies or services will satisfy agency requirements'. Justification is based uponTAS's extensive experience with modifications of the NASA Gulfstream aircraft.Theirunique experience base in working with NASA has allowed TAS to meet NASA's qualityinspection requirements. Failure to meet quality assurance processes will result insignificant rework, redesign, additional cost and potential failure of the componentsbeing fabricated for the aircraft, with possible loss of mission, aircraft or loss oflife to the crew.Questions regarding this acquisition shall be submitted in writing (e-mail is preferred)no later than 05 Aug 2010. It is the quoter's responsibility to monitor this site forthe release of amendments (if any). Potential quoters will be responsible fordownloading their own copy of this notice, the on-line RFQ and amendments (if any).An ombudsman has been appointed - See NASA Specific Note 'B'.Any referenced notes may be viewed at the following URLs link below.
