Description
This is a combined synopsis/solicitation for Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F1H0H60168A901 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 813110 and the small business size standard is 7.0M. The following services are requested in this solicitation; STATEMENT OF WORK (SOW) CATHOLIC RELIGIOUS EDUCATION (RE) COORDINATOR BEALE AFB, CA A. NATURE OF THE CATHOLIC RELIGIOUS EDUCATION PROGRAM Catholic Religious Education (CRE) espouses the teachings and tenets of the Roman Catholic Church Tradition. The CRE Coordinator is, therefore, expected to provide a comprehensive religious education program that is consistent with the Roman Catholic Church. The CRE Coordinator is responsible to the Wing Chaplain through the Catholic Chaplain or his designate. B. GOAL To assist other members of the parish in their faith development as we journey toward our goal of realizing, maintaining and promoting a true commitment to Jesus Christ and the Roman Catholic Church Tradition. C. REQUIREMENTS FOR CATHOLIC RELIGIOUS EDUCATION (CRE) COORDINATOR Scope of Work (11 Months Aug - Jun): (1 unit = one calendar month) 1. Plan and conduct a Catholic RE program at Beale AFB Chapel. a. Coordinate with the Catholic Chaplain and Catholic Program Coordinator to develop and implement programs, goals, policies, and procedures for all CRE programs including children and adults. These programs include: Catechist training, Sacraments program (First Reconciliation, First Communion, and Confirmation), RCIA, Children's Liturgy, Parent and teacher training, and seasonal programs (Christmas Pageant, Stations of the Cross). b. Perform administrative tasks, such as preparing publicity material, ordering curriculum and supplies for succeeding quarters, updating CRE continuity file, evaluating program effectiveness, and developing an annual calendar of events and budget. CRE Coordinator tracks monthly attendance and provides metrics to Chapel staff as needed. c. Submits all facility, funds, and material Requests to the Catholic Program Coordinator and Catholic Chaplain for coordination and processing. Administrative and program supplies will be available to the CRE Coordinator as stated in the annual Catholic Parish Budget. The CRE Coordinator will follow Chaplain Fund procedures for the receipt and disbursement of funds. d. Inventories, stocks and maintains all CRE materials. e. Plan and coordinate volunteer dedication and recognition programs. f. Obtains consent information necessary to conduct background investigations from all volunteers who have direct contact with children under the age of 18 years. g. Program startup: 1) Perform administrative tasks necessary to begin program in September (Reserve facilities, recruit teachers, publicize, etc.) 2) Provide a minimum of 2 Teacher Training sessions coordinated with Catholic Program Coordinator and Catholic Chaplain to inaugurate the school year and 1 Teacher Training session a quarter. h. Plan and conduct jointly with the Protestant RE Coordinator, an ecumenical Vacation Bible School program in June, July or August for Pre-school through 6th grade students. All administrative tasks such as facility requests, teacher recruitment, publicity, etc are expected. 2. Time/Location/Frequency of Services a. Be present for a minimum of 2 hours for CRE on each Sunday from Sep-May. b. Be present during the week of Vacation Bible School at Foothills Chapel and any other CRE program not held on Sundays. c. Attend Catholic Staff meetings, CRE Committee meetings, and Catholic Parish Advisory Counsel meetings as Required by the Catholic Chaplain d. Maintain a schedule at the Foothills Chapel office of approximately 10 - 12 hours during the week and 3 hours on Sunday. During certain months of the church year, extra time may be required to meet the liturgical religious education needs. A schedule of weekday office hours will be determined and approved in collaboration with the Catholic Chaplain. Program Requirements: In addition to above, the coordinator will learn and execute policies for ordering supplies and curriculum. Must be familiar with appropriate CRE resources such as books, references materials, resource videos, magazines, and crafts. Be available to attend local and regional Religious education workshops as needed. CRE Coordinator will monitor all programs and be able to address any behavioral problems professionally. Possesses basic word-processing skills. Relationship: 1. The CRE Coordinator shall work in conjunction with the Catholic Program Coordinator and the Catholic Chaplain Advisor who will also monitor the compliance with the Statement of Work. 2. The CRE Coordinator will ensure all CRE programs and activities are properly monitored. 3. Either party without reason with a thirty- (30) day advance notice can terminate the service. Security Requirement: The CRE Coordinator shall ensure that all keys, if any, issued to the CRE Coordinator by the US Government are not vulnerable to usage by unauthorized persons. No keys issued to the CRE Coordinator by the US Government shall be duplicated. 1. The CRE Coordinator shall ensure that all buildings are secured after all activities under his/her control. Government Furnished Property: 1. Every effort will be made to secure a proper workspace to the CRE Coordinator at Foothills Chapel to conduct administrative work. 2. The CRE Coordinator may use Chapel owned or managed audio/visual and other equipment located in the chapel. No equipment may be Removed form the Chapel without written authorization from the Wing Chaplain or his/her designated representative. The CRE Coordinator will exercise the proper care over chapel equipment and insure that there are procedures in effect to protect and safeguard such equipment and insure that it is kept in serviceable condition. Administrative Requirements: 1. This service is for eleven (11) months and the CRE Coordinator will be paid on a monthly amount not to exceed the amount appropriated for this service. 2. The CRE Coordinator will submit a monthly invoice to the Catholic Chaplain or the designated representative for certification for the purpose of payment. 3. The CRE Coordinator is self employed and responsible to pay all taxes due, both State and Federal. Substitution: The CRE Coordinator personally performs the services or will cause them to be performed by a substitute of equal or higher proficiency, who must be approved by the Catholic Chaplain. Except in emergency situations, the Catholic Chaplain should be notified at least 7 days before such a substitution is necessary. The Catholic Chaplain reserves the right to refuse the services of such a substitute if he/she is deemed unqualified. Qualifications: 1. Must be a high school graduate. Prefer college degree or certificate in Theology or religious studies or related field. 2. Requires three years experience with an Air Force Catholic Chaplain program. 3. Functions as a team member in a pluralistic environment - working with chaplains, staff, contractors, and volunteers. 4. Must be an active, practicing Roman Catholic in good standing with the Church. Must be committed to the Catholic faith and teachings and possess an exemplary moral character. 5. Provide at least two character references with individuals who have worked with the applicant in church ministry with children, at least one from a chaplain or church pastor. In addition, a resume is required. 6. Undergo favorable background criminal history check at local, state and national levels [Public Law Numbers 101-647, Section 231; Public Law Number 102-190; and resulting department of Defense Instruction Number 1402.5 require personnel contracted for child care services in every facility operated by the Federal Government to undergo successful background criminal history check at local, state and national levels.
