- STATEMENT OF WORK CLAUSES SF 1449 REQUEST FOR PROPOSAL Examination and Assessing the DC Pretrial Service Agency's In-House Treatment Substance Abuse Treatment Program Request For Proposal (RFP-10-00013) This is a combined synopsis/solicitation for commercial services prepared in accordance with Subpart 12.6 as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted under Simplified Acquisition Procedures Part 13 and Acquisition of Commercial Items Part 12 of the Federal Acquisition Regulation (FAR). This acquisition has been determined to be for a commercial service and the successful contractor will be determined using the best value approach. The District of Columbia Pretrial Services Agency (PSA) in Washington, D.C., requires the services of a comprehensive examination and assessment of the PSA In House Treatment for the Substance Abuse Treatment Program. This requirement is for non-personal services and not a personnel appointment. The PSA intends to award a Firm Fixed Price contract. The contract period of performance is for 120 days (4 months). The period of performance will begin 30 days from the date of award or as negotiated by the Government. All proposals are due August 18, 2010 4:00 p.m. The award is anticipated to be made during the week of August 30th, 2010. The Government reserves the right to make multiple awards. The Contractor must provide services in accordance with the Statement of Work (SOW) and the solicitation/contract. The North American Industry Classification System (NAICS) code is 541720 and the applicable size standard is $8.5M. This procurement is being conducted under the Subpart 13.5 test program; and the procurement conducted according to Parts 12 and 13 of the FAR or some combination thereof. The solicitation RFP-10-00013 is issued as a Request for Proposal (RFP). The complete statement of work is available in this solicitation. This is 100% set aside for small business concerns.
