- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. Naval Undersea Warfare Center Division Newport intends to place on a Sole Source basis, a firm-fixed price purchase order to General Dynamics Advanced Information Systems (GD-AIS), Inc., Fairfax, VA 22033 for the development, installation and testing of a Dual-Head Multipurpose Interactive Trainer (MIT). GD-AIS has installed these systems in all submarine school houses worldwide and owns the proprietary rights to the architecture of the MIT system. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. NAICS Code 541512, size standard $25.0 million. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
