Solicitation Number AG-04R3-S-10-0024 Response Date: August 27, 2010 Solicitation Issue Date: August 12, 2010 Set-Aside: Full and Open NAICS: 113310 Forestry services; 500 employees or Less INTEGRATED RESOURCE SERVICE CONTRACT (STEWARDSHIP) ON THE UMATILLA NATIONAL FOREST Description of Work- The contractor shall remove slash and woody debris piles from Forest Service lands. This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government's method of trading goods for services. It is recognized that the slash and woody debris has some value, but removal costs are greater. The intent of this contract is to reduce the need for high intensity slash pile burning and potential of uncontrolled wildfire by the contractor removing the existing fuel loading on selected project areas located on the Pomeroy Ranger Districts on the Umatilla National Forest. This can be done by grinding, chipping or loading and hauling as is, all slash and woody debris as awarded by the Government. The Contractor shall furnish all labor, supervision, transportation, equipment and incidentals necessary to remove the slash / fuel material off of Government property. It is the Government's desire that slash and wood debris be utilized commercially rather than disposed of when possible. Resulting Contract - The resulting contract will be a firm fixed priced contract with all work to be completed by December 30, 2011. Total maximum value of this contract is $100,000. The Government will award the maximum quantity based on the Contractor's unit price awarded. Estimated start work date is September 6, 2010.
