Description
Description: The U.S. Army, Army Contracting Command (ACC) Joint Munitions& Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000 in support of the Office of the Project Manager, Maneuver Ammunition Systems is conducting market research to identify potential vendors capable of providing multiple variants of foreign, non-standard, and commercial ammunition. Specifications: A general specification for the non standard ammunition will be available upon request. All vendors will be required to meet the requirements set forth in this specification. Vendors must have the capability to ship the ammunition, once procured, to multiple locations around the United States and OCONUS locations to support the U.S. Governments mission in accordance with all applicable U.S. and foreign regulations for the transit of weapons. Packaging and markings for hazardous material shall comply with the requirements for the mode of transportation and the applicable performance packaging for International air transport contained in the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air. Vendors shall obtain and maintain proper registrations and licenses for conducting these types of business. Vendors are required to be ISO 9001 certified or equivalent. The overarching intent of this program and procurement action is to find and use a source or vendor that can reach around the world at any given moment to gather and provide multiple types of ammunition. Once vendors are identified this announcement will serve as a continuous open notice to solicit additional vendors/companies at any time to replace or increase existing BPAs to fulfill the Governments requirements. The period of performance for these BPAs is five (5) years. It is anticipated that the Government will be conducting a Non Standard Ammunition Industry Day. The day will consist of discussions and responses to industries questions regarding their review of the Non Standard Ammunition General Specification and program requirements. Further details as they become available will be published under a separate special notice. NOTICE: These contemplated BPAs will contain the clause at Defense Federal Acquisition Regulation Supplement (DFARS), 252.204-7008, Requirements for Contracts Involving Export-Controlled Items. As such, performance under the subject solicitation and contract are expected to involve Defense items, defined in the Arms Export Control Act, 22 U.S.C. 2778(j) (4) (A), and subject to regulation under the International Traffic in Arms Regulations (22 CFR Parts 120-130) (ITAR). Activities subject to regulation include, but are not limited to, brokering. In accordance with the ITAR, any U.S. person, wherever located, and any foreign person located in the United States or otherwise subject to the jurisdiction of the United States, who engages in the business of brokering activities with respect to the manufacture, export, import, or transfer of any defense article or defense service subject to control or any foreign defense article or defense service is required to register with the U.S. Department of State, Directorate of Defense Trade Controls. It is in the interest of both the Government and the contractor to have a common understanding of export-controlled items and expected compliance involved in contract performance. In addition, offerors are cautioned that even pre-proposal activities necessary to respond to the subject solicitation may meet the definition of brokering activities requiring registration and licensing. Submission Information: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. Electronic submittals are preferred. Any responsible/interested source shall submit their qualifications and capabilities within 30 days of this notice to: U.S. Army Contracting Command, JM&L Contracting Center, BLDG 322, Picatinny Arsenal, NJ, 07806 ATTN: CCJM-ET or submit the information electronically to the Contract Specialist, Sean McAvoy at sean.mcavoy1@us.army.mil. All responding sources shall include a technical point of contact, proof of ISO 9001 certification, availability, monthly production quantity/capacity, and whether the company is a small or large business. It is also requested that respondents include in their response a sample task for the purchase and delivery of 12.7x108mm ball ammunition. NO FUNDING is associated with this sample task and pricing is not requested. The contractors responses will be used to evaluate the contractors Quality Management System (ISO 9001 or equivalent), Supply Chain Management, Technical Data Management, firm understanding of the requirements of the General Specification (Dated June 8, 2010) and overall knowledge of the approvals and licenses required to purchase and transport munitions. It is requested that all respondents also include a statement as to whether or not they possess the ability to provide all items listed above. If a vendor is unable to provide all items the response should include a list of items the vendor will be able to provide.
