- Technical Specification Request for Proposal Document Battelle Memorial Institute (Battelle), operator of the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy (DOE) requires a next-generation OPAMBE apparatus that shall be a flexible, ozone- or oxygen-plasma-assisted molecular beam epitaxy system designed to enable the growth of crystalline oxide films of various kinds with a high degree of stoichiometric control. This instrument will be housed in the Environmental Molecular Sciences Laboratory, a DOE National User Facility. Please follow the RFP instructions clearly and provide all required information with your proposal in order to be considered responsive. Please note proposals are due by 4:00 p.m. PDT on August 18, 2010.
