Description
Redacted Class J&A 07-204C Sole Source Justification & Approval The Naval Air Systems Command intends to place a sole-source firm fixed price order under Basic Ordering Agreement N00019-05-G-0026 with The Boeing Company of St. Louis, Missouri, 63166, for the procurement of flight control computer (FCC) operational flight program (OFP) software. This effort will be procured on a sole source basis. This effort includes (1) analysis of existing flight control system (FCS) deficiencies (2) software design activities to resolve these deficiencies (3) implementation of the software design into code (4) testing required to verify and validate the change (4) delivery of products required to support certification of airworthiness for the new configuration (5) updates to support equipment and engineering simulations required to field the new configuration to the Fleet. Projected period of performance is 36 months. Design and development shall take place at the contractors facilities using established Boeing Company tools and processes approved by NAVAIR for the development of flight critical software. Ground and flight testing will be performed at NAWC Patuxent River, MD and/or China Lake, CA. The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18E/F and EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, tools, processes, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must have the knowledge, expertise, tools, processes, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
