- Description
- NASA/GSFC Innovative Partnerships Programs Office (IPP) has a requirement forconsultation and support services for implementation of a public outreach contesttargeted to children in the 3rd through 8th grades. The IPP will need to collectpersonally identifiable information and as a result will be required to conduct thecontest in a manner that is compliant with the Childrens Online Privacy Protection Act(COPPA). The IPP will require a fully hosted service for registration, authentication,parental authorization, identity vetting, data hosting and audit record maintenance fromthe Federal Trade Commission designated COPPA Safe Harbor organization.NASA/GSFC intends to purchase the items from Privacy Vaults Online dba Privo.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Janicea McCree at Janicea.L.McCree@nasa.gov OR 301-286-9159, notlater than 4:30 p.m. eastern time August 8, 2010. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
