Description
Layout Plan Roof Plan Statement of Work The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC) Charleston, SC, utilizing the procedures at Federal Acquisitions Regulations Part 13, has a requirement for an above-ground rainwater harvesting and irrigation system to capture runoff from the roofs facing the front of the Center's buildings and redirect the water into existing native planting beds and creating a new garden that accents the existing planting beds. Rainwater shall be filtered and sequestered into industrial-grade rainwater tanks where it will be slowly released into the plant beds through a drip irrigation system and pump if necessary. The system should be self-contained and automated to reduce manual watering. The tanks should display government provided NOAA Green logo, and should have an adjacent rain garden or bio retention area for excess rain water. Existing planting beds will be accented with a new garden containing only plants native to coastal South Carolina, that will be better suited to our environment and require even less water than typical decorative plantings. This new native plant garden will feature an interpretive path with signs located near plants and the rainwater tanks, demonstrating the benefits of incorporating rainwater harvesting and native plantings into the corporate landscape. The anticipated period of performance for this contract shall be from date of award for two and one half months. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. Proposals/Offers shall be submitted in accordance with the guidelines outlined in the statement of work (SOW). All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Brian.Clark@noaa.gov Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically, mail carrier, or via fax (843)740-1290, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made on or around August 18th, 2010. Submit all documents to Brian.Clark@noaa.gov or NOAA Coastal Service Center Charleston, 2234 South Hobson Avenue, Charleston, SC 29405-2413, Attn: Brian Clark. Contractor must have a valid DUNS number and be registered in the Central Contractor Registration (CCR) database, with an active status, to be eligible for award.
