Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the National Institute of Arthritis and Musculoskeletal and Skin Diseases, intends to negotiate and award a purchase order on a noncompetitive sole source basis to Stemgent, Inc., 790 Memorial Dr, Cambridge MA, 02139 to conduct training on Mouse Induced Pluripotent Stem Cells. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The North American Industry Classification System (NAICS) code is 339999, and Size Standard 500 Employees is applicable to this requirement. This is a small business set-aside. The Director of NIH has established an Induced Pluripotent Stem Cell Center in its Intramural Research Program. This new center will be adminstered by the National Institute of Arthritis and Musculoskeletal and Skin Diseases. Investigators from all appropriate ICs will learn to generate IPSCs and investigate their biology and potential therapeutic uses. The mission is to bring this exciting new technology to clinical reality within the NIH Intramural Research Program and the NIH Clinical Center. The Center will be expected to conduct world class research that will catalyze new approaches and uses of IPSCs and differentiated cells derived from them, and/or cells trans-differentiated from somatic cells for the entire biomedical research community. The IPSC Center will promote the use of this technology and provide researchers with training to facilitate clinical development of IPSCs. The objective is to train 24 investigators in the derivation of induced Pluripotent Stem Cells (iPS) and provide training in generating, maintaining and storing mouse and human IPS cell lines. Instructors will provide "state of the art" information on reprogramming somatic cells to become pluripotent. The NIH needs to train investigators how to generate mouse and human iPS cells and is seeking a company with proven experience in iPS cell generation and in providing effective training courses to beginning and advanced iPS researchers that contribute to successful iPS cell generation. The services to be provided under this order shall include the following: Conduct training in September 2010 to instruct 24 IRP scientists in how to generate and culture mouse iPSCs. A total of 4 instructors are needed to teach the course, providing a high level of individual insttruction over a 3 day period. The course will include didactic information and "hands on" experience in making iPS cells. The company will provide reagents for generation of mouse and human iPS cells, as well as appropriate consumables. The sole source determination is based upon the fact that Stemgent Inc. is uniquely qualified to train NIH investigators in mouse induced Pluripotent Stem Cell (iPS) derivation. Stemgent will provide four instructors, all unique specialists in the field of mouse and human iPS and Embryonic Stem Cell culture. Also, Stemgent, Inc. is the sole vendor who can fulfill the requirements of this order due to the fact that they will be using a proprietary lentiviral vector system to instruct participants in the generation of mouse iPS cells The reference number for this notice is NHLBI-PB-(AR)-2010-261-AMB. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-44. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(AR)-2010-261-AMB, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch.
