Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) intends to solicit, negotiate and award a purchase order on a noncompetitive basis to Med Associates, Inc., P.O. Box 319, St. Albans, VT 05478 for rodent (rats and mice) operant chambers to be used in NIDA’s Scientific Director’s laboratory for their research into the mechanism of addiction. These operant chambers will be used to train animals to perform reward-learning experiments. All operant chambers require end users to be fluent in its unique programming language. Operant chambers will not function properly without extensive knowledge of the system’s proprietary programming language. The chambers have been used for 5 years and within this period; the scientists have developed specific set of programs that are routinely used in their research protocols. The laboratory has codes written for Med Associates equipment and will load these codes on to the new machines. Use of the Med Associates equipment must continue in order to avoid the introduction of new variables into the experimental results. The acquisition is being conducted using FAR part 13.106-1(b)(1) procedures and is exempt from the requirements of FAR part 6, competition requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI1638708 may be submitted to the NIDA, Station Support Simplified Acquisitions Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080 and attention Korriise LaRoche, Contract Specialist, larochek@mail.nih.gov, on or before August 12, 2010 3:00pm.
