Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service/Northeast Fisheries Science Center, Ecosystems Surveys Branch, Woods Hole, MA is issuing notice of intent to solicit and negotiate a sole source procurement with Scanmar AS located in Asgardstrand, Norway 3167 for the following requirement: This requirement is intended to provide all personnel, equipment, materials, supervision, and services necessary to upgrade existing Scanmate 6 trawl mensuration system to the ScanBas system as well as provide service to 3 Scanmar Depth 300m sensors, model HC4-D300; 2 Scanmar Depth 1200m sensors, model HXC4-D1200; and 3 Scanmar Wing Spread Sensors, Model HC4-A110. All work shall be in accordance with the Statement of Work included in the solicitation. The estimated period of performance is: August 16, 2010 through October 16, 2010. Scanmar AS is the sole provider for upgrades and repair to the system owned by NMFS/NEFSC. Periodically, additional sensors, replacement parts, and system upgrades are necessary to maintain the system and to replace sensors that are damaged or lost. The only sensors that are compatible with this system are those manufactured and marketed by Scanmar AS. Servicing these sensors by a source other than the manufacturer voids any manufacturer warranty on the equipment currently owned by the NEFSC. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3(a)(ii). The applicable NAICS code is 334511. The small business size standard is 750 employees. This notice of intent is not a request for competitive proposals, however, all proposals received by August 12, 2010, 10:00 A.M. EST shall be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the requirement. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract.
