- VISN 5 Network Contracting anticipates the award of a firm-fixed price contract for the 77 Bed Modular Domiciliary, Project No. 688-327. The 77 Bed Modular Domiciliary project is a 38,000 square foot, three (3) story modular residential/clinical building. The new building will house the Domiciliary Care for Homeless Veterans program and the Clinical Work Therapy program. The clinical offices, meeting rooms, and dining area will be provided on the first floor. The second and third floor will contain dormitory style room for veterans participating in the Domiciliary Care program. The project is located north of the existing building number six (6) Renal Dialysis entrance and will back up to North Capitol Street, NW. Work includes general construction of the new building, roads, walks, grading, drainage, site lighting mechanical and electrical work, utility connections, elevators and necessary removal of existing structures and construction and certain other items. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) are necessary to go through the required access for the VA Medical Center. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code, the SBA size standard is $33.5 million. The construction cost range for the project is between $5,000,000 and $10,000,000. The solicitation will be issued on or about August 12, 2010. All information for this solicitation will be posted on FedBizOpps at http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, specifications and all subsequent amendments, if any. The solicitation is issued under the authority of 38 U.S.C. 8127. Telephone, written, facsimile, or e-mail requests for the solicitation will not be honored. Potential bidders must register at FedBizOpps at www.fbo.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at www.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm, and must have completed the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov prior to contract award. The pre-bid meeting for this project will be held on Thursday, August 19, 2010 at 10:00 a.m. All interested parties shall promptly report to the Facilities Management Conference Room BH-132 for the meeting. All requests for information regarding this project shall be submitted in writing to the Contracting Officer no later than 4:00 p.m. on Thursday, August 26, 2010. Telephone requests will not be accepted. The bid opening will be held on Monday, September 13, 2010 at 1:00 p.m.
