- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with University of California in La Jolla, CA to provide underway geophysical data and geological bottom sample data and metadata collected by the Scripps Institution of Oceanography (SIO). ***The sole source determination is based on the National Geophysical Data Center (NGDC), National Oceanic and Atmospheric Administration's (NOAA) requirement for data collected which will be used to analyze the U.S. continental shelf and define areas where the U.S. may extend the area seaward under the United Nations Convention on the Law of the Sea Article 76 specifications. SIO collects data of interest to the Extended Continental Shelf (ECS) Project and ECS maintains digital repositories and has capabilities to contribute to the ECS multi-agency effort. SIO is a major player in the Rolling Deck to Repository (R2R) program which requires that all academically collected geophysical data that leaves the ship be immediately processed and passed to NGDC for archival. SIO has large collections of marine geological and geophysical data required for NGDC's role as data manager for all data used for the ECS project. Period of performance shall be August 30, 2010 through September 30, 2011. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
