Description
The Army Contracting Command (ACC), National Capital Region Contracting Center (NCRCC), on behalf of ASA (ALT), intends to award a sole source contract under the authority of U.S.C. 2304(c) (1), as implemented by FAR 6.302-1. Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements, to provide continual service to support Bridge follow-on for contracts with SERCO, Inc. W91WAW-10-D-0065, and Strategic Resources, Inc. (SRI) W91WAW-10-D-0066, for a period of three-months. The ASA (ALT) and the supported customers of ASA (ALT) require efforts from the current contractors (SERCO, and SRI) for continued personnel services and support on the Human Resource community such as: HR Support, Personnel Life-Cycle Support, Transition Support, Employee Assistance, Transition Processing, Counseling, Well-Being Programs, Awards, Library, Mail PSS IT Support, Help Desk, and Program Management. An in-depth discussion with current major customers clearly identify those functional areas that are essential to minimize the potential impact on mission impediments to meeting the manning of the force and the well being requirements of the military members, civilians and their family members. It is of paramount importance that the elements listed above are not impacted while the follow-on requirement is competed. This notice to award a sole source contract is not a request for competitive proposals. The proposed sole source contract is a short term acquisition period of three (3) months. This sole-source contract was limited to the least amount of time necessary to obtain full and open competition as soon as possible. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
