- On behalf of the U.S. Nuclear Regulatory Commission (NRC) Office of Nuclear Security Incident Response (NRC), the NRC Office of Administration, Division of Contracts will soon be posting an 8(a) set-aside competitive Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The scope of the contract may include acquisition of the following types of requirements: • Support and maintenance of the NSIR Operations Center Information Management System (OCIMS); • Limited emergency replacement for OCIMS components; • OCIMS-related IT integration consulting services; • Management of OCIMS component configurations and related documentation; • Support of OCIMS System and Security Administration; • Services to assist OCIMS to maintain compliance with security standards and regulations; • Services for maintaining all OCIMS security documentation; • Support services for OCIMS users, including systems and functionality training; • Administrative and maintenance support of disaster recovery/backup system for continuation of operations; and • Services to provide OCIMS system and application assistance to the NRC's Regional Incident Response Centers (IRCs). The IDIQ contract will include a period of performance consisting of a base period of one year (beginning on or about January 3, 2010) and four one-year options to extend the term of the contract. The potential ceiling amount for the IDIQ contract, inclusive of options, is $7,500,000. The task orders to be negotiated and awarded under the IDIQ contract may utilize the Firm-Fixed Price (FFP), Labor-Hour (LH) and/or Time-and-Materials (T&M) contract types. The incumbent Contractor is Digital Management, Inc. The solicitation will include clauses required by FAR Part 12, other required FAR clauses and other clauses required by the NRC Acquisition Regulation. The Government will evaluate proposals using a best-value tradeoff source selection process and will result in a single award. Anticipated evaluation factors include personnel qualifications, experience, past performance and evaluated cost/price. The relative importance of each evaluation factor and the specifics for those factors will be addressed in the solicitation. The minimum guarantee for the IDIQ contract will be $100,000. The NRC anticipates posting the solicitation to www.fbo.gov on or about August 9, 2010, and be solicitation will only be available on www.fbo.gov. The Government anticipates proposals being due thirty days after the solicitation is posted to www.fbo.gov. It is the responsibility of each potential offeror to periodically check www.fbo.gov to obtain the solicitation and any related amendments. The incumbent Contractor for this requirement is Digital Management, Inc. of Bethesda, Maryland.
