Description
The U.S. Army CECOM Contracting Center-Washington, on behalf of the US Army Research, Development and Engineering Command, Communications and Electronics Research, Development and Engineering Center, Night Vision and Electronic Sensors Directorate, Countermine Division, Humanitarian Demining Team, intends to contract with WM Robots, 3075 Advance Lane, Colmar, PA 18915, USA, on a sole source basis, for the development of MINEHOUND detectors in support of a technology test/ evaluation. The basic contract includes fabrication and delivery of two (2) MINEHOUND detectors and providing training and test support to the U.S. Humanitarian Demining Research and Development (HD R&D) Office at Fort Belvoir, VA. It is expected that the resultant contract will be Cost-Plus-Fixed-Fee contract. The estimated period of performance (PoP) of this effort is 12 months. It has been determined that WM Robots is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages. Responses are to be received via email within 45 calendar days of the date of this notice. All requests for further information must be in writing or via email, telephone requests for additional information will not be honored.
