- 2010-87060 Synopsis The Centers for Disease Control and Prevention (CCDC), National Center for Emerging and Zoonotic Infectious Diseases(NCEZVID) intend to award a sole source purchase order to Data Sciences International, Inc. for the following equipment: 20 each -Model HD-S21 dual pressure transmitter; 1 each -HD-S21 starter kit; 1 each - Lead Coupler Kit; 1 each -Regel syringe; 1 each -Crimp tool; 12 each - Model TL11M2-D70-PCT Pressure, biopotential, temperature & activity battery; 1 each - Large animal starter kit; 10 each - TL11M2-F20-EET two biopotential channels temperature; 1 each - F20-EET starter kit; 1 each - small gauge lead coupler crimp tool; 1 each - small guage lead coupler kit; 16 each - receiver for plastic cages; 10 each -Telemetry receiver for metal cages; 4 each - Data exchange matrix; 4 each - power supply; 4 each - power supply cord; 1 each -Ambient pressure reference; 1 each - DSI-Ponemah Open Art Gold; 1 each - 128 channel data acquisition system; 1 each - Blood pressure analysis software module; 1 each - Electrocardiogram analysis software; 1 each - Video Module for Ponemah physiology platform; 1 each - NeuroScore 2.0 Core software; 1 each - NeuroScore 2.0 seizure module; 1 each - NeuroScore 2.0 video synchronization module; 1 each - Axix 221 video camera includes day/night capability; 1 each - Dell computer - Windows XP; 1 each - Dell 19" monitor; 1 each - post acquisition analysis software; 1 each - on-site operation training; 1 each - HS-S21 training module; 1 each - D70-PCT transmitter for surgical practice; and 1 each- Respiration/blood pressure analysis software module. The statutory authority for this sole source acquisition is 10 U.S.C.2304( c)(1) in accordance with FAR Part 6.301-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. Data Sciences International is the only responsible source capable of meeting all the Government's requirement because DSI system is fully implantable thereby greatly reducing the risk of surgery site infections and complications. The system is also the only sustem available that can simultaneously monitor multiple physiological parameters such as: blood pressure, pleural pressure, electroencephalography (EEG), electrocardiogram (ECG), and overall animal acitivty. The ability to monitor these parameters is essential for our scientific mission as we are moving towards a phase of research that will be evaluating the effectiveness of new vaccines and therapeutic drugs for these significant health threats. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Data Sciences International, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications to provide these services to Cherie J. Katin via email ONLY to chk5@cdc.gov with the solicitation number 2010-87060 referenced in the subject line NO LATER THAN August 3, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
