Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB), plans to procure on a sole source basis with Fred Hutchinson Cancer Research Center, PO. Box 19024, 1100 Fairview Avenue, N., J6-500, Seattle, WA 98109 for services regarding the study of the associations of estrogens, estrogen metabolites, and androgens with risks of endometrial and ovarian cancers. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The Hormonal and Reproductive Epidemiology Branch conducts research to identify groups at high risk of cancer, clarify the natural history of various cancers, understand the interactive effects of genetic and environmental factors on cancer risk, and elucidate biologic mechanisms of carcinogenesis. Endogenous estrogens are recognized as causal agents in the etiologies of breast and endometrial cancers, and may also play a role in the pathogenesis of ovarian cancer. Studies of postmenopausal women have consistently shown that elevated circulating estrogens and androgens are associated with increased risk of endometrial cancer. Few studies of circulating sex-steroid hormones and risk of ovarian cancer have been conducted, and these have inconclusive findings due to limitations of experimental design and low case numbers. Metabolism of estrogens and androgens modulates their bioavailability, affinity to receptors and mutagenic potential. In addition, laboratory data indicate that particular metabolites may themselves have unique roles in physiologic and pathologic processes. Roles of hormone metabolism and of particular metabolites in cancer risk have not been studied in epidemiologic studies of endometrial or ovarian cancers, in part because of the need for a sensitive, reliable, and high through-put assay. The purpose of the current procurement is to acquire serum from the Women’s Health Initiative (WHI) in order for them to be used to measure estrogens, estrogen metabolites, and androgens in endometrial cancer cases, ovarian cancer cases, and a shared set of controls. The coordinating center of the WHI at the Fred Hutchison Cancer Research Center shall pull, aliquot, and transport serum samples from 430 endometrial cancer cases, 240 ovarian cancer cases, 540 controls, and 122 QC samples. The WHI cohort is a unique, prospectively-followed study population of postmenopausal women from the United States in which to examine the etiology of disease. The government will benefit from unique WHI resources including large numbers of cancer cases, prospectively collected serum and baseline data on important cancer risk factors. The NCI expects that resulting data will be an important contribution to understanding the etiologies of endometrial and ovarian cancers, and of hormone-mediated carcinogenesis. Sharing of controls will make efficient use of WHIOS and laboratory resources. The above mentioned samples to be used for this collaborative project are in the sole possession of the WHI. Thus, the requested work can only be carried out by the WHI Clinical Coordinating Center, which is located at the Fred Hutchinson Cancer Research Center in Seattle, WA. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein.
