Description
JOFOC The U.S Dept. of Health and Human Services (HHS), Office of the Secretary (OS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Acquisition Management, Contracts and Grants (AMCG), intends to negotiate on a sole source basis with Bharat Biotech, Genome Valley, Shameerepet, Hyderabad, India, to provide the logistical support, as well as have the technical know-how to assist in the review of the landscape of technologies to be discussed at the International Vaccine Technology Workshop in Hyderabad, India. This award is being negotiated under the authority set forth in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements under FAR Part 15. HHS has elected to hold this workshop in Hyderabad, India, as a strategic move to synchronize with the Developing Country Vaccine Manufacturers' Network (DCVMN) Conference both to increase the likelihood of resource-poor developing country representatives - a key stakeholder - to attend, as they will already be in the area and as a cost savings measure. Workshop participants will include a broad range of stakeholders including representatives from multi-national corporations, biotech companies, developing country vaccine manufacturers, government agencies and ministries, international organizations, academic institutions, and non-governmental organizations. OBJECTIVES •· Coordination of attendees for the International Vaccine Technology Workshop. As organizer of the DCVMN conference, the vendor uniquely has access to the attendee list and travel arrangements for these participants, which will allow them to make complementary arrangements for those who are attending both meetings. The vendor will provide necessary travel documentation, extension of visas, accommodation, etc. to facilitate participation of the attendees of the DCVMN meeting. •· Unique knowledge of the vaccine manufacturing industry that will facilitate contact with and arrangements for other desired attendees. •· Completion of arrangements for the Workshop in the timeframe specified. The Workshop will be held September 17-18, 2010, which will require rapid completion of the required arrangements. Holding the workshop at another location or on another date would result in unacceptable logistical complications and significant additional costs including additional international travel for these high-level subject matter experts. THE PROPOSED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
