Description
This publication serves as notice of intent to procure service from Sea Education Association, Inc located in Woods Hole, MA for the US Department of Commerce, NOAA, Fagatele Bay National Marine Sanctuary to determine the feasibility of bringing a Sea Education Association tall ship, and their Sustainability in Polynesian Island Cultures and Environments (SPICE) program, to American Samoa to develop partnerships in marine science, education and outreach, and cultural exchange. The contractor will research and read documents to provide background cultural and oceanographic information and context for a possible program in American Samoa; evaluate the best sailing routes and times, evaluate local and regional sailing routes, assess safety issues, evaluate shore support resources, consult on developing region/culture specific seamanship curricula (requires a faculty member from SEA's Nautical Science department); Evaluate existing ocean science curricula at the Community College of American Samoa, determine appropriate curricula to meet the needs of local students, identify the opportunities for conducting oceanographic research using SEA ships, equipment, staff, and students to support sanctuary and monument goals (requires the services of an Oceanographer); manage integration of ocean science, practical seafaring, with local cultural, environmental policy issues (requires a member of SEA's Maritime Studies/Ocean Policy Faculty); consult in public education and outreach, liaise with NOAA staff in American Samoa, and compile a preliminary logistical and programmatic feasibility study; and provide electronic versions of the approved final document (CD-ROM or online). Authority for sole-source purchase is 41 USC 253 (c) (1) only one responsible source and no other source will satify agency needs. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of this publication of this synopsis will be considered by the government.
