Description
This publication serves as notice of intent to procure service from the University of California, Los Angeles for the US Department of Commerce, NOAA, National Marine Fisheries Service for specialized remote sensing expertise in support of seal research in Arctic waters during 2010 and 2011. The research will focus on developing protocols for assessing (1) sea ice as a platform for the annual molt of ice-associated seals and (2) the seasonality of snow cover and its suitability for protecting young ringed seals. The protocols will be designed to use satellite-borne sensors to monitor ice and snow cover throughout the range of ice-associated seals. One approach to monitoring sea ice and its snow cover uses active microwave data and was pioneered by the Jet Propulsion Laboratory (NASA). Active microwave data can identify early melt state, indicating the onset of habitat changes for ringed seals. This project will support development of the active microwave data as a tool for monitoring seal habitat. Specific objectives are: 1. Develop a protocol for remotely monitoring freeze-up and ice melt dates within the distribution of spotted, ribbon, ringed and bearded seals; 2. Develop a protocol for remotely determining regional snow melt transition dates throughout the range of ringed seals; Beginning in January 2011 and extending through the spring melt in 2012, the vendor should employ satellite-borne active microwave (AM) sensors on QuikSCAT and Oceansat-2 satellites to monitor the formation, distribution, and melt of sea ice using the Chukchi Sea as a test case. Algorithms developed with the current data will be used in retrospective analyses using the historical data. Sea ice detection and melt/freeze algorithms should be developed and applied to AM data and tested against datasets that identify emergence times of ringed seals from under the snow. Contractor to provide: A report detailing the methods used to acquire and analyze active microwave data. A database showing freeze-up and snow melt dates by year at the finest resolution available An analysis of the accuracy of the method for determining freeze-up and melt dates Specific recommendations for making the approach operational in monitoring seal habitat Performance Period: Base year plus 1 option year. Base year: 1 December 2010 - 31 November 2011 Option year: 1 December 2011 - 31 November 2012 (subject to availability of funds) Authority for sole-source purchase is 41 USC 253 (c) (1) only one responsible source and no other source will satify agency needs.
