Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP), Outcomes Research Branch (ORB) plans to procure on a sole source basis with Sloan-Kettering Institute for Cancer Research for services regarding the development of a disease status coding system for routine oncology care. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541690 and the business size standard is $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. Division of Cancer Control and Population Sciences (DCCPS) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts oncology research on multiple types of cancer which afflicts patients in such a granular manner that it renders each case uniquely different than the next, even of the same type of cancer. In order to classify these patients for a widespread use in oncology treatments and research, numerous policy goals, including quality measurement, pay for performance, comparative effectiveness research, integrated clinical decision support and episode based payment all depend on the administrative capability to assemble sufficiently similar patients who are sufficiently comparable in terms of costs, outcomes, and indications for treatment. Yet today, in oncology, such aggregation is not possible using a uniform, practical, widely accepted coding system. There currently is no coding system providing a middle ground that allows for grouping of patients at a level that would enable many of the system improvement approaches that are currently being contemplated under healthcare reform. Such a classification system would strike a balance by separating those patients from each other who have meaningfully different prognoses, or whose distinctions lead to alternative approaches to treatment or management. It would also group together sufficiently similar patients in a manner that would allow for evaluation of the treatment and outcomes of categories of patients to service multiple policy goals. The Contractor shall gather the major oncology clinical classification systems in use today for review. The list represents a comprehensive list of community provider networks currently using disease pathways for clinical care: • US Oncology Clinical Coding Set • University of Pittsburgh (UPMC) Oncology Coding System • Cancer Centers of Excellence (CCE) Oncology Coding System • Centers for Medicare and Medicaid Pay for Performance Coding System • National Comprehensive Cancer Network (NCCN) clinical oncology coding system The proprietary systems will be shared exclusively for this project, with appropriate confidentiality provisions in place. These provisions shall cover the contractor's right to obtain these otherwise proprietary systems exclusively for the stated project. Finalizing these agreements shall involve the exchange of confidential disclosure agreements and associated legal documents that would provide assurances to the contributors that their proprietary information will be kept confidential. The contractor shall assemble a group of approximately 10 subject-matter input experts for a set of three conference calls/web-ex's to advise the contractor on disparate approaches to enable the development of a single classification set, borrowing from the best of each system. The Delphi method shall be used so as to ensure that successive iterations will each be subjected to the same standards and a final classification system will meet those standards which themselves will also be developed by the panel - both in terms of priority and comprehensiveness. In all cases the contractor shall be responsible for maintaining and applying accrued knowledge. The resulting disease classification system shall be described in report form authored by the contractor. The draft report shall be circulated to the members of the expert group for their review and comment on the recommendations and guidance provided solely by the Contractor to the Government. The proposed contractor, Sloan-Kettering Institute (SKI) for Cancer Research, under the lead of Dr. Peter Bach's laboratory is uniquely qualified to carry out the terms of this contract due to extensive experience in both health services research and cancer policy. SKI has been involved with private sector oncology providers in the oncology coding business for many years and thus leveraged collaborative relationships with the aforementioned coding system contributors. The five contributors hold proprietary data and information regarding coding systems and oncology research which is critical towards the NCI's mission in this procurement. In order to obtain proprietary data knowledge provided towards this project, it is critical that proposed Contractor, Sloan-Kettering Institute for Cancer Research complete required tasks. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 11, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
