Description
This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Res Assess and Conservation Engineering Seattle, WA on a sole source basis with AquaLife Engineering. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will design, build, and setup a carbon dioxide delivery system capable of delivering a known dose to manipulate pH of Seawater by 0.1 units for a live animal experimental system. The system must be capable of providing seawater to multiple tanks at multiple temperatures between 2.4 and 6 degrees C and 2/L/Min. AquaLife Engineering was identified by program office as the only source that can meet the technical requirement of this procurement. No other known vendor can provide the system capable of delivering a known dose to manipulate the pH of Seawater. The government intends to negotiate a firm-fixed price contract with a delivery date of September 30, 2010. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
