Description
The Naval Undersea Warfare Center, Division Newport, Rhode Island (NUWCDIVNPT) is soliciting for the engineering and technical services in support of lightweight and heavyweight torpedo systems. Engineering efforts include technology assessment, mechanical and electrical component design analysis, hardware/software upgrade development, critical item testing, hardware/software integration, in-water validation, and life cycle logistics studies necessary for testing and evaluating prototype and Engineering Development Model (EDM) components of torpedo systems. This requirement will be a sole-source contract to Raytheon Company of Keyport, WA per FAR 6.302-1 Only One Responsible Source. Raytheon is currently, and for the past ten years, the producer and sole provider of torpedoes for the Navy. Raytheon has the system level knowledge of the torpedo design, including in-depth experience in the development of signal processing algorithms and hardware and software obsolescence issues associated with the existing Technical Data Package. Raytheon has the proprietary information required to deliver the Government's mission. The resulting contract will be a single award indefinite delivery, indefinite quantity type with cost plus fixed fee provisions. The Service Contract Act does not apply to this procurement. Organizational Conflict of Interest provisions per FAR 9.505-3 and FAR 9.505-4 apply to this requirement. The period of performance shall be five years from date of contract award. Total estimated level of effort for all five years is 379,285 hours. Award will be made on the basis of FAR 6.302-1 Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements.
