- NASA/KSC has a requirement for OS/COMET bolt-on tools (OA/TOOL and FA/TOOL) andOS/COMET run time licenses.NASA/KSC intends to purchase OS/COMET commercial software product licenses andmaintenance from Harris IT Services Corporation. This requirement is justified for otherthan full and open competition in accordance with FAR 6.302-1(a)(2)(ii), since theprocurement is a follow-on effort for the continued development of a major system, andaward to any other source would result in substantial duplication of cost to theGovernment that is not expected to be recovered through competition, and unacceptabledelays in fulfilling NASAs requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 08/09/2010.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
