- Description
- The Bureau of Reclamation (BOR), Grand Coulee Power Office, Grand Coulee, Washington, has a requirement for the reconditioning of the Low Voltage AC Circuit Breakers in three different distribution panels and the Medium Voltage AC Circuit Breakers in one excitation power supply panel. These must be tested in accordance with Professional Electrical Apparatus Recyclers League reconditioning standards for electrical apparatus and electrical equipment (PEARL Section 1231/1236/2210-2008), ANSI 37.50-2000, ANSI 37.09-2000, NFPA 70B2010, BOR FIST 3-16-1999, and BOR FIST 4-1B-2005. The distribution panels are located in the Pumping/Generating plant at the Grand Coulee Power Office in Grand Coulee, Washington. The panel designations are DP2A, DP6A, and DP10A. The 480VAC breakers in DP2A and DP6A are ITE Type KC, Type KB and Type KA. The 480VAC breakers in DP10A are Westinghouse DS-206 and -416. The excitation power supply panel designated UP1A is similarly located and contains 7200VAC GE AM 15-150 Magneblast circuit breakers. Manufacturer's instruction manuals are provided with this request for work, where available. The Government will remove the breakers for reconditioning and insert the contractor supplied reconditioned breakers. The applicable North American Industry Classification System (NAICS) Code is 811219 (Other Electronic & Precision Equipment Repair & Maintenance) and the size standard is $7 million. This acquisition is 100% SET-ASIDE FOR SMALL BUSINESSES. We anticipate issuing a Request for Proposal (RFP) in September, 2010, at www.fedbizopps.gov., but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the Central Contractor Registration (CCR) at www.ccr.gov. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration prior to award may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at 800-333-0505. Internet registration takes approximately 72 hours; mail-in registration takes approximately 30 days. Contractors must complete an annual Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Reclamation intends to award one firm firm-fixed-price contract. These services will be purchased in accordance with FAR Part 12 and FAR Part 13, 'Subpart 13.5 - Test Program for Certain Commercial Items' - Simplified Acquisition Procedures apply. Any award will be based on the best value to the Government. We will evaluate technical capability, past performance, and price to determine the best value. These factors are subject to change and the offerors will need to review FAR Clause 52.212-2 Evaluation - Commercial Items (JAN 1999) of the solicitation when the solicitation is issued.
