- Naval Air Systems Command (NAVAIR) intends to award a sole source Firm Fixed Price Contract to Rockwell Collins Inc. for engineering analysis and repair of the Long Trailing Wire Assembly (LTWA) so as to restore full functionality. Turn-around time for this effort is 30 days after contract award. Authority for Other Than Full and Open Competition is FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements." Rockwell retains proprietary rights to drawings and has all the historical design data, drawings and operational concepts necessary to affect the repair. As such, the data available to the Government does not allow the requirement to be described in sufficient detail to permit full and open competition. A Solicitation Document is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
