- PLEASE FILL OUT AND RETURN TO ME VIA EMAIL AT BILL.BELL@NOAA.GOV (PREFERRED) OR FAX AT 206 526-6025 COMBINED SYNOPSIS/SOLICITATION Purchase Net Pens (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-10-17420. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 341999. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: See Specifications Below (VI) Description of requirements is as follows: WRD-10-17420 SPECIFICATIONS - NET PENS Objective: The National Marine Fisheries Service, Manchester Research Station, is conducting a study to develop methods to recall escaped farmed sablefish back into captivity. In order to do so, large net pens that will fit our existing floating platform are needed. These large net pens will provide an enclosure to allow experiments to be performed. Requirements: Two (2) of the following. 1.5'' 210/120 stretched knotless nylon white net (measured stretched on the square) that measures 40' by 40' by 25' + 4' deep. The net should be treated with Netrex AF antifoulant. The minimum break strength will be 340 pounds for the netting and 10,000 pounds for the rope. There should be 3 horizontal and 8 vertical riblines, all 5/8'' 3-strand ropes. Loops should be at all rope intersections. Delivery Date: September 17, 2010 Please include freight cost in the bid. (VII) Date(s) and place(s) of delivery and acceptance NWFSC Manchester, 7305 Beach Drive East, Port Orchard, WA 98366. Delivery shall be FOB Destination. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items 2005-10, applies to this acquisition. In addition to written price quotes, offers are instructed to provide: See Specifications. (IX) FAR 52.212-2, Evaluation - Commercial Items 2005-10 applies to this acquisition. Paragraph (a) is hereby completed as follows: See Specifications. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-10, with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-10, applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-10 applies to this acquisition.
