Description
RECOVERY - This procurement is being funded via the American Recovery and Reinvention Act of 2009 (ARRA). This notice is for information purposes only. This opportunity is available only to contractor(s) under Federal Supply Schedule 66 SIN 66-618 Geophysical and Environmental Analysis Equipment. The Bureau of Reclamation, PN Water Quality Laboratory, Boise ID, has a requirement for a hydromet multiprobe sonde. Reclamation seeks to contract on a sole source basis with HACH Company, GSA Schedule contract GS-07F-9314S. The authority for use of other than full and open competition for this transaction is implemented by FAR 8.405-6(a)(2): this particular piece of equipment is the only configuration that meets Reclamation's Water Quality Laboratory needs. The addition of this instrument to the number of available instruments for field work is compatible with the existing pieces of equipment, available spare parts, and will add to the existing group of similar instruments for measuring water quality parameters. Procurement of a multi-probe instrument from a different manufacturer or supplier would necessitate the purchase of additional inventory items of replacement parts and additional training costs in order to accomplish the same objectives. The Government believes that only one responsible source can provide the equipment listed above that will satisfy the agency's need. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will be accepted by electronic mail to David Thomsett, dthomsett@.usbr.gov no later than close of business August 2, 2010. Please be advised that the Awardee will be subject to Section 1512(c) of the Recovery Act, which requires that each contractor report on its Recovery Act funds under the awarded contract.
