Description
The U.S. Department of Education (Department) estimates as many as 1.7 million new teachers are needed by 2017. In response to this need, the Department will conduct a teacher recruitment campaign known as TEACH that is scheduled to launch in September 2010. The campaign will increase the number, quality and diversity of people seeking to become teachers, and to raise the profile of the teaching profession in the eyes of the general public, with those already in the profession, and especially among those who may be considering teaching as a career. The campaign will employ a balance of traditional and new media strategies, including an already developed Web-based Pathways to Teaching navigator and logo, to attract candidates to the profession and help them connect with teacher preparation organizations and prospective employers. Although not an all-inclusive list, the Department intends to solicit the public for advertising services that can satisfy the following requirements/objectives: 1. Conduct initial and continuous market research in order to identify target audiences 2. Develop an initial and comprehensive marketing plan 3. Develop a national kickoff campaign, to include the develop of various campaign materials such as promotional materials for pay media and collateral marketing materials (t-shirts, lapel pins, and other give-aways) 4. Develop a follow-up national awareness campaign and provide required logistical support to execute the campaign 5. Develop long-term national awareness campaign and provide required logistical support to execute the campaign 6. Develop public service announcements of commercial grade 7. Develop video testimonials that are not of commercial grade The Department will make available TEACH Web site screenshots and the TEACH logo that will be used by the successful offeror. The Web site and logo have not been released for public viewing and will not be released until debut of campaign. Therefore, interested parties will be required to submit a non-disclosure agreement (NDA) in order to gain access to these documents. NDA instructions will be included as part of the solicitation. The Department intends to solicit offers by means of FedBizOpps.gov and will consider all proposals submitted by responsible sources.
