Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center located in La Jolla, CA 92038 on a sole source basis with Centro De Investigacion Cientifica y de Educacion Superior de Ensenada (CICESE). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The proposed contract is for services to establish fisheries monitoring program to collect estimates of catch effort data values from artisanal fish camps in Baja California, Mexico. Contractor will visit the artisanal fish camps in Baja California where the pelagic shark species common thresher (Alopias vulpinus), blue (Prionace glauca), and shortfin mako (Isurus oxyrinchus) are targeted and collect data which will include time series of catch species, time series effort, and representative size and sex frequency data of catch by species. The contractor will be responsible in overseeing all aspects of the sampling program including providing sampling personnel, transportation, food, accommodation and materials for recording and managing data. CICESE is uniquely poised to gather, manage, and deliver valuable data essential to the project mission. The University is located in Ensenada, Baja California and is in close vicinity to most of the artisanal fishing camps where the species of concern is targeted. The researchers at CICESE have extensive experience conducting field work at the arsenal and have developed strong working relations with fishermen using these camps. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately from date of award through December 31, 2011. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only CICESE can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
