- Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Chief Facilities Management Officer, intends to negotiate with Everbridge; Glendale, CA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide the ultrasonic tomographic system described below. Background: The NIST Emergency Services Division previously procured and is currently utilizing the vendor -hosted, web-based Everbridge software as a service mass notification system. The software provides tools for alert and notification to all individuals within NIST during emergency situations. NIST intends to procure a renewal of the existing system. The Everbridge emergency notification system has undergone extensive security testing and evaluation (ST&E) by the General Services Administration to meet C&A requirements identified. All Federal Government IT, IT services and IT services being operated on behalf of the Federal Government must be tested and authorized per the Federal Information security management Act (FISMA), which states: The head of each agency shall provide "information security protections commensurate with the risk and magnitude of the harm resulting from unauthorized access, use, disclosure, disruption, modification, or destruction of. information systems used or operated by an agency or. by a contractor of an agency or. other organization on behalf of an agency" Additionally, NIST must maintain 100% C&A percentage (that is all systems/applications assessed and authorized) for NIST to maintain Green status on the President/s Management Report Card. Everbridge is the only vendor that has been given C&A approval by NIST IT Security. The NAICS Code is 518210. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Everbridge for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide these services may clearly and unambiguously identify their capability to do so in writing on or before August 3, 2010 at 12 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
