Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Attocube Systems, AG for precision piezo electric motion stages, scanners, and controller. The sole source determination is based on the National Institute of Standards and Technology's (NIST) Optoelectrioncs Division's requirement for a five piezo positioning stages that meets all the technical requirements: a) operate at temperatures below 100mK, b) experience / technical support for operating stages below 100mK, c) no power dissipation when not moving, d) low power dissipation when the stage is moving, e) slip-stick motion (unique and critical for stability, low noise, and low power), f) low voltage operation (<200V), g) 5 mm range of motion, h) <20 nm resolution, i) capable of positioning samples weighing up to 175 g. Attocube systems is the only known vendor that has demonstrated experimentally operation of a piezomotion stage for optical components that can meet all of the following essential technical specifications simultaneously. Attocube has particular unique expertise in piezo motion stages at cryogenic temperatures. The NIST Optoelectronics Division has attocube systems in use with its single photon detectors and is recommended to have interchangeable components and software to minimize downtime. Delivery 60 days after receipt of order. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
