Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Greiner Bio-One, 4238 Capital Drive, Monroe, NC 28110-7681 for the following 1536-Well Plates: -1536W, PS, White, TC, ST, Barcode, 60/CS -1536W, HBASE, PS, Barcode, BLK/CLR, 60/CS -1536 PPN, Custom Barcode, 60/CS This request is for 1536-Well plates to be used on the Kalypsys robotic system currently in use in the NIH Chemical Genomics Center (NCGC). As part of the Roadmap initiative, NCGC currently screens, identifies, and distributes to the research community small molecule compounds, and data on their activities, to accelerate translation of the completed human genome into advancements in human health. Components of the organization include a repository of up to 500,000-1,000,000 chemical compounds, assay development capacity, Robotic compound screening, also termed high throughput screening (HTS), medicinal chemistry to transform ‘hits' identified by HTS into workable chemical probes, Chem-informatics capacity for data mining and virtual screening; and distribution capacity to efficiently disseminate the reagents to the biomedical research community. The Kalypsys system is using cutting edge technologies not currently found within other NIH facilities or most Pharmaceutical companies. This system runs reliably with cell-based and biochemical assays and was optimized to run on the 1536-well format as opposed to the normal and commonly used 384-well capability. This feature alone makes for a more efficient and cost saving characteristic due to the high number of assays predicted to be created by this center. The sole source determination is based on the fact that Greiner provides custom 1536-well plates that are needed for reliable handling and durability during robotic assay runs. They also custom bar-code the plates. They are clear 1536-well micro plates manufactured from virgin polystyrene resin selected for high optical clarity. The plates are RNase-free, non-pyrogenic and free of DNA-polymerase-inhibitors. These plates feature a 1 μL to 10 μL working volume per well, which is crucial to the operation, all other plates sampled are useless below 10uL. Greiner Bio-One 1536-well plates meet industry standard dimension specifications to facilitate compatibility with micro plate handling equipment and robotics. The square-round well geometry is designed to minimize wicking and reduce air bubble formation which is necessary in assay development, while increasing volume capacity and surface area. The use of this vendor is critical in order to complete numerous ongoing projects requiring assay development using the Kalypsys robotic system. No other plates have been able to function at such low capacities as the Greiner plates have on the equipment. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Center, 9800 Medical Center Drive, Bldg B, Room 3038, Rockville, MD 20850. North American Industry Classification System (NAICS) Code is 326199, All Other Plastics Product Manufacturing, and is not a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44 (July 8, 2010). Interested parties may identify their interest and capabilities in response to this synopsis by August 2, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
