Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Corporation for National Research Initiatives (CNRI) to develop the capability to fabricate the key individual components of chip-scale atomic devices with high design flexibility and with scalable and parallel processes. The sole source determination is based on the National Institute of Standards and Technology's (NIST) Time and Frequency Division requirement for continuation of three fabrication runs to demonstrate the capability to produce a wafer level package able to heat a micromachined alkali cell to greater than 150 C in an electromagnetically controlled environment with less than 5 mW of power. CNRI is the only known vendor that can meet NIST's specifications of: the total package size is less than 6 mm by 6 mm by 2 mm, must accommodate alkali vapor cells of size up to 3 mm by 3mm by 1.5 mm, and must provide optical access to the vapor cell from both the top and bottom over visible and near IR wavelengths. At least 100 samples must meet specification per complete set of fabrication runs, and the capability for further low-cost fabrication of devices must be demonstrated. The process must be able to produce electrical structures capable of providing low magnetic field resistive heating and uniform magnetic field electromagnetic coils. The package must be able to sustain a vacuum below 10E-3 Torr. Delivery on or before 12/31/2010. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
